Judy was born on November 29, 1947 in Odessa Texas. She passed away at Regent Care Center in El Paso, TX on Tuesday, August 23, 2017.

She lived most of her life in Pyote TX with her grandmother Hadgie Sheets Brantley Parker and Step grandfather Lee T. Parker. Those who survive are her sister, Shirley Oligney Baker and husband Ron of El Paso TX, brother James C.
